What is the height you are allowed to go up to in your back garden when putting up a fence, or putting trellis on top of the fence panel that is there already ?
My mother has recently had trouble with a new family that has moved in next to her, the kids of the family are climbing onto the fence and hanging over it in to my mothers garden, they are also untiying plants, and have not stopped after speaking to the family, as well as it being a pain, she is worried that they will lean over to far and fall over onto her slabs, since it is their fence, is she considering adding on trellis to her side of the panel. any ideas? (I've already surgested shooting them!)
Poison Ivy sounds good and it is what i would do that or razor wire, but she wants a peaceful soultion ! any way I'm in the UK so anyone know from england ?

The fence height might be limited by the rules of the local homeowner’s association (if she lives in a developed neighborhood) or local zoning laws. You’d have to look those up, they vary widely from place to place.
The trellis sounds like a good plan though.
check with your city office, they should be able to tell you what the codes for your neighborhood are.
if the neighbor trouble continues, I would lodge a complaint with the police department

I like the poison ivy plan myself. Had the same problem once with neighbors kids.
They were climbing the fence at night and peeping in on my daughter. I obtained some small finish nails and nailed them down into the top of the fence about every 1 to 1&1/2 inches. I did this at night to avoid attention. After nailing the nails about halfway in, I took a pair of wire cutting dykes
and cut them off so about 1/4 to 3/8 inch remained sticking out of the top of the fence. It won’t seriously injure them but it won’t take but one climb to greatly discourage the activity. Let’s just call it tough love.
Unfortunately, she cannot put trellis on what you are calling ” her side of the panel ” because the fence does not belong to her. Likewise she cannot add razor wire or the excellent suggestion re nails ! for the same reason. The fence is not her property.
I would suggest, if possible, putting up a fence on your Mums side of the boundary to the maximum allowed height of 2 metres. She could then add a trellis on top of her fence – I believe the maximum trellis height is 2 feet.

I have a neighbour from hell .THERE IS A 6FT BRICK WALL BETWEEN US .the wall is on his deeds so he tells me. he has ripped off all my hanging baskets and trellis which have been there for 10 years claiming I am damaging his wall .this horrid excuse for a man has systematicly harrassed me for 3 years .ending in me being arrested for assult as I tried to stop him ripping off the roof of my chicken run.he has erected a spy camera which looks into my garden.YES I KNOW IT IS ILEGAL BUT TRY GETTING IT REMOVED . I want to erect some 6ft panels in front of wall with extra trellis on top.
as I have no privacy ..can anyone tell me how far away I need to have the panels from this wall , ALSO DO I NEED PLANNING PERMISSION FOR TRELLIS ON TOP ,I aim to grow climbers ..I am so depressed ..
