Both my hens and vegetable garden will be in my back yard and when I'm not at work the hens won't be locked in their run. I want to fence off a 10'x15' section to turn into a vegetable garden.

How high will the fence need to be to keep heavy birds out?

And will clipping my one lighter bird's wings keep her out?

I would say 4′ should do the trick. Chickens are not noted for their flying ability. As your garden grows past the baby plant stage, I would let the chickens work through the garden. They are wonderful at finding (and eating) bugs and other nasty things like caterpillars. Natural pest control.
